Mr. KESHAB Prasad BHATTARAI is presently the Secretary of the Government of Nepal in the Ministry of Science, Technology and Environment. He was appointed the Secretary of the Government of Nepal in July 2009.Before assuming responsibility in this ministry he had served a number of other ministries as Secretary which include the Public Service Commission,  Ministry of Land Reform and Management, Ministry of Forest and Soil Conservation , Ministry of Science and Technology and Ministry of Co-operatives & Poverty Alleviation.

Mr. Bhattarai also served as the Consul-General of Nepal to the Hong Kong and Macau Special Administrative Regions of the People’s Republic of China from 2007 to 2009. Before being appointed to this position, he was the Director General of Department of Revenue Investigation under the Ministry of Finance since June 2006.

Mr. Bhattarai as a member of the most coveted   Nepal Administrative Service has served various positions in different capacity. He joined Nepal Civil service in 1986 as an Officer and promoted several times finally to become the Secretary of the Government of Nepal. He had also served the National Planning Commission as Joint Secretary for more than 3 years in the capacity of the chief of the Macro Economic Management Division where he was responsible for, inter alia, preparation and reviewing of periodic plans and poverty reduction strategy paper for the country.

Before 2002 as an under-secretary of the Government of Nepal he served the Ministry of Finance and was involved in the Nepal’s public enterprises privatization program for about 4 years.

In the initial stage of his career he held various positions in the Ministry of Industry and carried out surveys and research works relating to industrial manpower planning in the country. He also worked as Chief Tax Officer and Custom officer in Nepal’s revenue administration in different time.

From December 2002 to March 2003 he worked for the United Nations Monitoring Verification and Inspection Commission in Iraq (UNMOVIC) as a United Nations Weapon Inspector and contributed to the inspection of weapons of mass destruction (WMD) as proscribed by the United Nations Security Council resolutions.

Mr. Bhattarai holds a Masters Degree in Economics from Kanpur University of India and is ( LLB) Bachelor of Law and Public Administration Diploma from Tribhuvan University of Nepal. He has undergone a number of national and international training programs and has represented Nepal in various international conferences, meetings, workshops and seminars.

Mr. Bhattarai was born on 5th of September 1956. He is married with two children.
