Mission (proposed)

To create policy environment and institutional strength for promoting scientific research, innovation and capacity building to achieve sustainable practices and technologies, to minimize risks on life support systems, thus contributing to sustainable development

Goals (proposed)

1. Formulate, coordinate, implement, monitor and evaluate policies, plans, strategies, programs and projects in Science, Technology and Environment sector with a focus on achieving sustainable and broad based economic growth.

2. To develop policy environment for contributing to sustainable development through protection of life supporting systems, preservation of natural resources, promotion of sustainable practices and technologies, and management of climate change induced risks.

3. To develop policy environment for contributing to scientific innovation, scientific research, scientific manpower development and retention, and to foster traditional knowledge.

4. To enforce environmental, scientific, information technology and related laws, bye laws, standards, and decisions so as to fulfill public service delivery functions as delegated by Government of Nepal Work Division Regulation 2069.

Objectives (proposed)

1.1 To formulate, coordinate, implement, monitor and evaluate Environment Policy, Sustainable Development Policy, Climate Change Policy, Science and Technology Policy, Information Technology Policy, Anti-Brain Drain Policy, Innovation Policy, etc.

1.2 To formulate, coordinate, implement, monitor and evaluate Environment Protection Plan, Sustainable Development Plan and Agendas, National Adaptation Plan (NAPs), Information Technology Plan, etc.

1.3 To formulate, coordinate, implement, monitor and evaluate National Environment Protection Plan of Action, National Adaptation Plan of Action, Local Adaptation Plan of Action, Local Adaptation Plan of Action Framework and its Manual, Innovation Promotion Plan of Action, Anti-Brain Drain Plan of Action, E-Government Plan of Action, National Information Technology Strategy, etc.

2.1 To Create policies, institutions, institutional capacity, resources and other procedures to preserve natural and cultural environment.

2.2 To Create policies, institutions, institutional capacity, resources and other procedures to protect life supporting system (i.e. air, water and soil).

2.3 To Create policies, institutions, institutional capacity, resources and other procedures to adapt with and mitigate Climate Change induced risks and disasters.

2.4 To Create policies, institutions, institutional capacity, resources and other procedures to promote environmentally sustainable development practices and technologies.

3.1 To Create policies, institutions, institutional capacity, resources and other procedures to promote scientific innovation among students, intellectuals, institutions and private sectors in the Country.

3.2 To Create policies, institutions, institutional capacity, resources and other procedures to help start and continue scientific research and development works among academics, institutions and private sector in the Country.

3.3 To Create policies, institutions, institutional capacity, resources and other procedures to support scientific manpower development and their retention in the country.

3.4 To Create policies, institutions, institutional capacity, resources and other procedures to foster and develop traditional knowledge among different communities and localities in the country to make them able to compete in open market.

4.1 To create and establish institutional setup, procedures, human resources and working environment to implement environmental laws, bye laws, standards and policy decisions of the Ministry.

4.2 To create and establish institutional setup, procedures, human resources and working environment to implement Information Technology laws, bye laws, standards and policy decisions of the Ministry.

4.3 To create and establish institutional setup, procedures, human resources and working environment to implement nuclear, biotechnology and other needed laws, bye laws, standards and policy decisions of the Ministry.
