Message from Director General

Department of Environment is recently born and one among the three Departments and other Eleven Institutions within the Ministry of Science, Technology and Environment (MoSTE). This Department was established by the cabinet decision of the Government of Nepal on 2069/ 4/ 12 (As of 27 July 2012). Ministry of Science, Technology and Environment is an apex body of the Government of Nepal, under which this Department is functional. The Department is a Government agency primarily mandated for implementation and monitoring of the activities that are directly or indirectly related to environmental pollutions that may cause or arise due to various means.
Government of Nepal has given top priority for the healthy and safe environment in various plan periods and especial emphasis was put since 10th Five Year Plan and Climate Resilience Plan. The activities were initiated when the Government expressed its commitment in the national and international conventions and treaty for the safer and healthier environment. It has also expressed its commitment in such international forums to maintain and harmonies the environment related rules and regulations.
Initially, environment related activities were launched through Ministry of Science, Technology and Environment however; a separate functional Department was sought. As a result this Department came into existence in the national scenario and currently its Office has been stationed in IT Park in Panauti Municipality of the Kavrepalanchowk District, some 28 km North East from Kathmandu. The Department is endowed with Fifty Four different disciplinary staffs within Seven Sections lead by one Director General and two Dy. Director Generals. By mandate the staffs are representing from different disciplinary groups which shows the importance of the Department in cross cutting issues. This has been recognized as a focal organization for streamlining the environmental related activities in the country.
In addition to its representation at the national level, the Department is responsible for monitoring of the emission caused by brick kilns, vehicles, chemical pesticides and any sorts of human activities on the air, water, noise, food items and on the human health. Similarly, the wastage materials produced by industries and hospitals, polybags and other doings of human are also to be regulated. Any undesirable gases or compounds produced by factories, agricultural activities needs to be monitored and harmonies as per the rules and regulations. At the same time the Department is responsible for implementing and maintain the standards in compliance of the Environment Protection Act (EPA), 2053, and Environment Protection Regulation(EPR), 2054 set out by the Government of Nepal. To these effects, the Department offers its technical assistance to the Ministry in formulating the policies and laws related to environment throughout the country. While doing so, it extends its hand with relevant line agencies and stakeholders not only working in environmental sectors. Governmental organization, Non-Governmental Organization (NGOs), International Non-Governmental Organization (INGOs), environmental regulating organizations such as Department of Road, Office of the Traffic Police, various Ministries such as Forest and Soil Conservation, Ministry of Home, Agricultural Development, Industry, Federal Affairs and Local Development, Urban Development, Municipalities, Universities and Institutions, Journalists, Media, individuals etc who are engaged in local, regional, national and international level are the key partners of the Department.
It adheres to its principles for safer and healthier environment and conducts its activities under the guidance of the MoSTE. It also serves as Government counterpart while working with INGOs, NGOs and various Governmental organizations and would like to sincerely acknowledges any supports in development pursuit. Department thinks they will be an instrumental to extend its program to the wider communities nationally and internationally. I am aware that we have a large well wisher community beyond the country that stands in favor of this Department at difficult times of its establishment. Hope any wishes and supports will be the stick for us to crawl ahead for achieving synergistic efforts. Its vision, mission and objectives are principally guided with the priorities of the Government of Nepal and bilateral programs towards maintaining the safer environment not only to the urban as well as rural people but also to its important natural resources like mountains, Himal, glaciers, lakes, rivers, floras, faunas etc.
Department has recognized its responsibilities in the sector of a Environment Protection and this has to be more vibrant in the context of a member country to national and international treaties. In this endeavor, it has to put its increasing thrust for promotional as well as regulatory aspects collaboratively. At the same time, it will extend its needful supports to the organizations while implementing environmental friendly agriculture, pesticides, affluent and waste disposals. While doing so, strengthening institutional as well as human capacity and optimization of the resources are imperative.
As a predominant player for catering environmental services in the country, Department has an important role and enjoys for serving as a focal organization, which in fact is a common venture for the interested partners. While challenges to maintain pollution less environment lie on our way, we have to make short-term, medium term and long term plans with great breadth of vision to meet these challenges. If necessary, it has to proactively work on reviewing its existing Rules and Regulations, working procedures as well as modalities and join its hand with the possible organizations for the formation of working group. Important thrusts also have to give with regulatory counterparts along with the organizations that are involved in research, teaching and development. To address the immediate challenges on the emerging issues, Department has been considering past efforts that were laid by the Ministry which should be reflected in present needs and changing scenario. It has also to be give priority for addressing later generation problems that will meet the needs of the society and as envisioned by the Government of Nepal. To achieve this noble aim, Department should show increased professionalism in its endeavor. At the same time, untiring efforts and commitment of the staff in team approach is duly recognized. As healthy environment play an important role for the livelihood and economic prosperity of the country, I wish to reaffirm our commitment to cater its services more reliable, qualitative and accessible as per the aspirations of all concerned. Ever since of the initiation of the Department, our staffs have shown consistent strives for betterment and dedication. I am thankful to the entire staff and look forward from the counterparts and experts working in the sector of environmental issues in other organizations. We as a service provider, our satisfaction will be solely dependent upon recipient satisfaction.
At last, I would like to take this opportunity to request all our recipients, donor agencies, employees and well-wishers for their incessant support and cooperation in an attempt to achieve the goals and thank them heartily for their good wishes at all times.
